Senate Mandates Committee on Solid Minerals to Handle Bill on Gold Reserves Framework, Investigate Bloody Mining Site Collapse in Niger

…Committee Chairman Senator Ekong Sampson says Senate will strengthen legislation against mining abuses

By Samuel Udoma

ABUJA – Against the backdrop of rising casualties and abuses in Nigeria’s Mining sector, the Senate has mandated its Committee on Solid Minerals Development to handle a critical legislative framework on Gold reserves in the country. The Upper Chamber also, at Plenary yesterday, mandated the Committee to investigate the recent bloody collapse of a mining site in Niger State.

The Committee’s mandates followed deliberations and resolution by the Senate on the bill for ‘An Act to Make Provision for Nigeria Gold Reserves Industry Framework and for related maters’, sponsored by Senator Natasha Akpoti-Uduaghan, which passed Second Reading, on Wednesday.

It also followed a motion titled ‘Urgent need to address the incident of the Rock slide that buried alive over 30 informal miners in a Gold mining site in Farin Doki Community, Shiroro Local Government, Niger State’, sponsored by Senator Musa, Mohammed Sani.

Senator Sani, representing Niger East, in his motion, had noted the catastrophic rock slide which occured at the open-pit gold mine, which led to at least 30 local/informal miners buried alive in Shiroro Local Government Area of Niger State.

He stated that the unfortunate miners ‘in their quest for gold and lithium minerals, met their untimely deaths, as the avalanche caved in, burying them under tons of rubble’.

Senator Musa surmised that the tragic incident underscored the urgent need for comprehensive and holistic action to be taken in order to frontally address the dangers faced and posed by local mining activities taking place across the country.

While Uduaghan’s Bill was subsequently referred to the Senate Committees on Solid Minerals, Banking, Insurance and other Financial Institutions, the Senate mandated the Committee on Solid Minerals to visit Shiroro and conduct an on the spot assessment, in order to ascertain the remote and immediate causes of the landslide.

Speaking after plenary yesterday, Chairman of the Senate Committee on Solid Minerals, Senator Ekong Sampson expressed concern over tragic incident in Niger State and pledged that the Senate will strengthen legislation against mining abuses in the country.

Senator Sampson said that Nigeria was being shortchanged and was losing a lot of revenue through the unwholesome activities of some operators, including expatriates in the sector.

Recall that the Senate Committee on Solid Minerals, about a fortnight ago, held Investigative Hearing on the minerals sector of the country. Senator Sampson said the Committee will conduct an on the spot assessment visit to some mining sites in the country, further to its investigative mandate.

REP. IDEM’S COMMITTEE SUMMONS ACCOUNTANT GENERAL AS WOMEN AFFAIRS MINISTER DENIES REPORT OF ALLEGED PROCUREMENT FRAUD

The Minister for Women Affairs and Social Development, Uju Kennedy-Ohanenye, today appeared before the House of Representatives Committee on Public Procurement to answer questions on alleged procurement fraud.

The Minister was indicted of alleged procurement fraud, in a report of the Accountant General of the Federation, which is before the committee.

Appearing before the committee, chaired by the member representing Ukanafun/Oruk Anam Federal Constituency, Rep. Unyime Idem, Mrs. Kennedy-Ohanenye, however faulted the report of the Accountant General of the Federation, saying it was incorrect.

Providing clarification on the investigation, Rep. Idem, said “some good number of contractors petitioned the Minister of Women Affairs, alleging that they got letters of award for some contracts and had executed them, but the monies were rather paid to (ghost accounts) other companies that didn’t even take part in the job execution process, instead of them.”

“To this end, we summoned the Minister of Women Affairs to come and defend herself. She appeared before the committee today and said the Accountant General’s report was false and urged the House members not to rely on such report,” Idem explained.

Rep. Idem further stressed that the allegation is a grievous procurement fraud, as it involves diversion of monies that should be paid to contractors for jobs done, noting that this is in violation of the Procurement Act, 2007.

Consequently, the Public Procurement Committee has summoned the Accountant General of the Federation to appear before it on May 30, 2024, to provide further clarification to his report, which has greatly indicted the Women Affairs Minister of Procurement fraud.

REMARKS BY SENATOR EKONG SAMPSON, ONOMKPOINAM MKPAT ENIN AND SENATOR REPRESENTING AKWA IBOM SOUTH IN THE NATIONAL ASSEMBLY AND CHAIRMAN, SENATE COMMITTEE ON SOLID MINERALS, ON THE OCCASION OF THE 35TH CREATION ANNIVERSARY OF MKPAT ENIN LOCAL GOVERNMENT AREA, TODAY, 3RD MAY, 2024

PROTOCOLS

I feel greatly delighted to be invited to speak at this august celebration of Mkpat Enin – our dear Local Government Area at 35.

Let me specially thank the Transition Committee Chairman, Hon. (Lady) Mercy Bassey, her team and indeed, the organizers of this epoch-making gathering for the honour to have me make this speech. I extend my greetings to all the stakeholders and the people of Mkpat Enin Local Government Area for turning up en-masse to celebrate this milestone. I bring warm greetings from the people of Akwa Ibom South, the National Assembly and the Senate President, Distinguished Senator Godswill Akpabio, CON.

On a day like this, I feel privileged to be listed as a significant part of the Mkpat Enin landmark. From my days as Head of Council, House of Assembly Member, State EXCO member and now Senator, Mkpat Enin Local Government Area has always been dear to my heart.

I commend the Transition Committee Chairman for the vision to put together this occasion and for her giant strides since coming aboard, both as Acting Chairman and now as Transition. A peep into the interior of the Ekong Sampson Unity Hall and the general sense of life and viability within the council headquarters bear testament to her accomplishments in office.

As a major stakeholder in Mkpat Enin, I have worked hard to ensure a united front and an even, equitable distribution of projects and interventions – to fast track a wholesome development of the Local Government Area. It is part of my avowed belief that the four clans of Mkpat Enin must always work together for the common good of all – devoid of distrust and disharmony.

It was part of why I lived in Mkpat Enin throughout my years as Council Chairman. As Chairman or representative of Mkpat Enin at different fora, in my modest efforts, I constructed the Mkpat Enin Unity Hall, Health Centre in Odoro-ikot, School blocks in Ikot Ekong, Ikot Ekpenyong, Ikot Obio Nso, Ikot Akpa Ekop.

I also revamped Ukam and Akpudoh markets with stalls and water facilities, opened up numerous farm roads across the local government, to access the hinterlands, facilitated electricity to Ikpa Ikono clan and other parts of Mkpat Enin, bought cars and provided boreholes for all the four clan heads, increased the stipends for our village heads, bought a coaster for the Youth Council, all spread across the four clans.

I equally gave the cash to acquire the land and championed the building of the PDP Chapter Secretariat – one of the first to be owned by a Local Government in Nigeria. To meet the educational needs of the people, I established Excellence College, Ikot Unya and ran it tuition free for years, gave scholarship, cars and business grants through ESEP, and medical outreach for our people. These were all borne out of the desire to contribute my quota to the development of Mkpat Enin Local Government Area. I urge others coming after me to keep up with such spread in infrastructure.

At 35, Mkpat Enin Local Government Area is marching on steadily like the great African elephant, whose footprints, the Local Government Area is so named. Just like a little child weaned from her mother 35 years ago, Mkpat Enin has grown in stature and depth, and today, stands head high in the comity of other local government areas.

Ours has been an odyssey shaped by collective aspiration, desire for growth and development, human capital enrichment, laid on a rich canvass of engaging sociopolitical colourations and personages.

Today, we celebrate the dreams of our forebears, our achievements, our aspirations and indeed, the hope of a greater future. I pay tribute to the memory of our illustrious leaders who worked tirelessly to place the Local Government Area in the right footing. The late Obong D.S. Udoinyang, Chief A.A. Inoh, Elder Joe Udobia, Hon. Basil Essien, Chief Richard ‘Tractor’ Umoren, Sir Maurice Ebe, HRM John Ufot Ibanga, HRH P.N.J. Udoh, Lady Valerie Ebe, and a galaxy of others, too numerous to mention.

Let us use the spirit of this celebration to foster greater sense of unity and love for one another, as a people with common ancestry. Let us embrace and internalize the true meaning of ‘yakammi’ in our daily engagements and endeavour, as proud sons and daughters of Mkpat Enin Local Government Area.

My profound gratitude goes to the Executive Governor of Akwa Ibom State – our in-law, Pastor Umo Eno and his dear wife, our sister, Patience Umo Eno, for the love they have for Mkpat Enin Local Government Area, as witnessed in unfolding appointments and infrastructure. More are coming! Like I said the other time, Mkpat Enin will be at the forefront of Pastor Umo Eno’s reelection, because we are very pleased with his leadership style.

Once again, on behalf of my wife, family and the entire people of Akwa Ibom South Senatorial District, I wish our dear Mkpat Enin Local Government Area, happy celebrations.

Leader of the Senate, Senator Michael Opeyemi announced Sampson’s Bill at plenary, which was then read out by Clerk of the Senate, Chinedu Akabueze.

Other Bills which also passed First Reading today included National Inland Waterways Authority Act (Amendment Bill) 2024, sponsored by Senator Asuquo Ekpenyong (Cross River South), Nigerian Insurance Reform Bill, in the name of Senator Adetokunbo Abiru (Lagos East), among others.

Meanwhile, Senator Ekong Sampson, who is the Chairman, Senate Committee on Solid Minerals, has set up the construction of a 100million naira state-of-the-art hall facility at the Federal University of Technology, Ikot Abasi. The hall is aimed at upgrading the infrastructural base of the school and deepen learning experience among students and staff.

Senator Sampson, a well known lover and promoter of education, has equally set in motion, the construction of ICT/Computer-Based Test Centres in the three Federal Constituencies making up Akwa Ibom South. The centres will ease indigenes of the area, the stress of traveling long distances to write JAMB and other computer-based examinations.

The Akwa Ibom South Senator has also been pushing for the take-off of the Maritime University in Oron. Several other key intervention projects will be undertaken across Akwa Ibom South by Senator Ekong Sampson, through the instrumentality of the 2024 Budget.

Senator Sampson has also canvassed for a workable loan scheme for Nigerian students, to give them access to funding for their education and self development.

Senator Sampson stated this while contributing to the debate following consideration of ‘A Bill for an Act to Repeal the Students Loan (Access to Higher Education) Act 2023 and the Enact the Students Loan (Access to Higher Education) Act 2024, to Establish the Nigerian Educational Loan Fund’, – an Executive Bill, sponsored by Senator Opeyemi Michael Bamidele (Ekiti Central – Senate Leader).

Sampson recalled how he recently gave forms of support to indigenes of his senatorial district, with many of them being students and the feedback he has received so far, on how the grants helped them in educational pursuit and skills acquisition.

Senator Sampson was of the opinion that granting students access to funding will go a long way in improving their welfare and relieve many of them, the rigours of acquiring tertiary education in the country.

He reiterated that no agitation in Akwa Ibom South was worth the life of any indigene of the Senatorial District, and as such, violence in the area must be discouraged.

SENATOR EKONG SAMPSON SPEAKS ON ALSCON, IKOT ABASI

…as Senate re-investigates Ajaokuta Steel Company

ABUJA – Senator Ekong Sampson, representing Akwa Ibom South in the National Assembly, has called for investigation into Aluminum Smelting Company, (ALSCON), Ikot Abasi, to ascertain why such a ‘behemoth’ was lying waste and in paralysis’, for years.

Senator Ekong Sampson

Senator Sampson spoke at plenary earlier today, following debates on the motion ‘Urgent Need to Investigate Alleged Incidences of Corruption and inefficiency at the Ajaokuta Steel Company Limited and the National Iron Ore Mining Company (NIOMCO), located in Kogi State’, sponsored by Senator Natasha Akpoti-Uduaghan.

Taking the floor, Senator Sampson, who is the Chairman, Senate Committee on Solid Minerals bemoaned the sorry state of ALSCON, just like Ajaokuta, which he said, was ‘lying prostrate and in paralysis’ for years now.
Senator Sampson expressed that such behemoth would have generated lot of jobs for Nigerians and boosted the nation’s economy, if it were functional. He described the cases of Ajaokuta and ALSCON as ‘metaphors of rape and abandonment’.

The Akwa Ibom South Senator decried how big industry players have used what he termed ‘legal quagmire’ to frustrate the management, take-over efforts and operational efficiency of these once fledging companies, and called for thorough sectoral re-investigations into Ajaokuta, ALSCON and other moribund facilities in the country.

Earlier in her motion, Senator Natasha Akpoti-Uduaghan had noted that decades after their establishments, the Ajaokuta Steel Mill and NIOMCO have remained inoperative and unable to produce steel, despite seeming efforts by several administrations due to lack of earnest political will and bureaucratic corruption.

The Senate in its resolutions, resolved to set up Ad-hoc Committee to re-investigate the affairs of Ajaokuta Steel Company Limited, NIOMCO, and other allied companies. The Senate also urged the Federal Government to review extant policies and laws on steel development with a view to adopting the strategic implementation plan on Steel Development.
