GOV EMMANUEL WANTS WIVES TO REINVENT THEIR BASIC ROLE AS HELPMATES

Governor Udom Emmanuel has said that understanding the role of a wife as a helper in marriage accounts for a harmonious relationship and success of every couple.

A woman who neglects her primary role of being a helpmate to the husband, can never be appreciated and celebrated.

Governor Emmanuel made these known, Sunday evening, at the 50th birthday celebration of Mrs. Anne Enoidem, wife of Barr. Emmanuel Enoidem, National Legal Adviser of the Peoples Democratic Party,PDP and National Coordinator of Maintain Peace Movement (MPM), at their Shelter Afrique residence in Uyo.

The governor who acknowledged God’s faithfulness in the family of Barr. and Mrs. Enoidem, noted that for a couple to succeed the wife must understand her role as a supportive partner who will complement her husband in order to achieve fulfilment.

Describing Mrs. Anne Enoidem as a virtuous woman and a dependable partner, the governor pointed out that Mrs. Enoidem has been a stabilizer in her marriage especially the support she has given her husband through thick and thin.

“I want to appreciate all those who turned up for this event and also thank Mrs. Enoidem, I have listened so well, if a woman is not a good woman, the husband won’t call us to gather no matter what.

“For him to call us it means that she has been a good woman and I pray that she will continue to be a good woman.

“If you are a man and you must have someone who can pull the back of your shirt when you are in trouble, there must be somebody to pull the back of your shirt without attracting any legal consequence. At times as a man you can overreact, and that person must be there to pull you back.

“If you see a couple succeeding it means a woman also understands her role, a lot of women don’t know that you are first a helper before a wife, God first of all made for a man a helper before she became a wife as recorded in the Bible.

“What will make a good wife like this for us to celebrate is for that wife to know that it is not every aspect in a man’s life that he needs help, so don’t help him when he does not need help because that is where there is always a problem help him at the point he needs help”.

In his remarks, Barr. Emmanuel Enoidem, described his wife Anne Enoidem as a major inspiration, source of joy, adviser and a dependable woman he married in 1994.

Barr. Enoidem thanked Governor Udom Emmanuel and his wife Mrs. Martha Emmanuel for joining them in their celebration, pledging to continue to support and identify with the governor in his succession plan.

Celebrating her golden age, Mrs. Anne Enoidem, thanked God for sustaining her family through 23 years of marriage and her 50th birthday in good health.

“I want to thank God for my life, like I wrote earlier God parts the sea that I might walk in it, what I meant there is, upon what we have been through especially when issues of life seem like swallowing us up God, parts the sea and we pass through it.

“I have come to say God thank you for keeping me and my family, my husband, my lovely children”.

High point of the event was cutting of the 50th Birthday cake which was anchored, by Member Representing Abak/Etim Ekpo/Ika, in the House of Representatives Mr. Aniekan Umanah, followed by presentation of gifts to the celebrator by friends of the celebrator under the aegis of Sisters for Life, while the celebrator and husband led dignitaries to the dance floor.

Aniekan Bassey TURNS MEMBER EXECUTIVE COMMITTEE OF CPA AFRICA REGION

PRESIDENT PAUL KAGAME ADDRESSES THE 17TH COMMONWEALTH SPEAKERS AND PRESIDING OFFICERS CONFERENCE (CSPOC) OF THE COMMONWEALTH PARLIAMENTARY ASSOCIATION (CPA)

CALLS ON AFRICAN PARLIAMENTS TO BUILD RESILIENCE AGAINST HEALTH AND OTHER THREATS TO THE CONTINENT

SPEAKER ANIEKAN BASSEY RECEIVED AS MEMBER OF EXECUTIVE COMMITTEE OF CPA AFRICA REGION

President Paul Kagame of Rwanda has called on African parliaments to take the lead in setting an agenda of building Africa’s resilience against health, including pandemics and other threats on the continent.

Already the COVID-19 pandemic has disrupted global supply chains and overall global demand for goods and services dropped precipitously.

Global trade declined by 3.5% during the first half of 2020; this was mostly due to the immediate shock from the global travel restrictions instituted by various countries in efforts to curb the spread of COVID-19 according to the International Monetary Fund report of last year.

While African countries were initially projected to start experiencing a decline in public debt levels due to fiscal consolidation, the report indicates that COVID-19 pandemic has resulted in an increase in public debt levels from around 55% to 65% of total GDP in Sub-Saharan Africa.

“As we continue towards the path to recovery parliaments still need to be at the fore front of building Africa’s resilience against mainly health but also other threats,” Kagame said.

President Kagame was addressing the 17th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC)–Africa Region themed “African Parliaments in the 21st Century” which kicked off in Kigali on the November 17 and will be rounded up on November 28, 2021.

The President suggested on Wednesday, ideas that can be used to attain Africa’s resilience in the context of the pandemic and the African Union development goals of agenda 2063.

“I advise African national parliaments to ratify the African medicines agency treaty- which has already entered into force. This is a landmark agreement that will help ensure that vaccines and medications in Africa are both high quality and locally produced.” The President said.

Secondly, the President advised that legislature should be a driving force for implementation of the African Continental Free Trade Area and the Paris Climate Accord.

Thirdly, he said Parliaments should prioritize enacting legal frameworks to speed up digital transformation and lastly budget allocations to be made towards attainment of sustainable development goals (SDGs) and agenda 2063.

Kagame noted that this is particularly in the health sector where there is still too much dependence on external financing, which was seen when the pandemic exposed Africa’s vulnerability and reversed some of the gains made.

Lastly budget allocation should be made towards the attainment of Sustainable Development Goals(SDGs) and agenda 2063.

Earlier, the Chairperson of the Executive Committee, CPA, African Region and Speaker of the National Assembly of Kenya, Rt. Hon. Justin B.N. Muturi. MP applauded the transformative leadership of Paul Kagame. “We associate ourselves with your deep commitments to promoting women empowerment and environmental awareness which has made Rwanda one of the outstanding countries in our continent.” The Chairperson observed.

Rt. Hon. Muturi highlighted that the issues for discussion at CSPOC are as diverse as the history, culture and the challenges of its membership, he therefore called on the delegates to brace up to the challenges;

“As Speakers and Presiding Officers of Africa Parliaments, it behooves on us to pass relevant legislations and formulate policies that will address Africa’s political challenges.”

Bearing his mind on the Conference, the Speaker of Akwa Ibom State House of Assembly, Rt. Hon. Aniekan Bassey is of the opinion that the take away from the CSPOC is enormous and will help expand the horizon of legislative practice and consensus building in governance especially in the State legislature.

The Vice Chairman of Conference of Speakers of the State Legislatures and recently appointed Member of Executive Committee of the CPA was formally received and given his pride of place at the Conference.

Honourable Members who accompanied the Speaker to the CSPOC were; Rt. Hon. Udo Kierian Akpan, House Leader, Rt . Hon. Emmanuel Bassey, Chief Whip, Rt. Hon. Usoro Akpanuso, Rt. Hon. Asuquo Archibong and Hon. KufreAbasi Edidem.

The governor however stated that Akwa Ibom people should always express gratitude to God for peace enjoyed in the state and level of projects ongoing saying that with the post-covid era, most states do not have such projects ongoing to benefit the people.

“Let people learn how to appreciate God some people travelled to other states ask them during this rainy season if you can drive there but at least God loves us, here we can inter-connect all the Local Government Areas, it is good to criticize but most times it is good to turn around and thank God”, the governor said.

Speaking on the theme; Service – What we owe to God, this Land and One Another, culled from Eph: 6: 1-9 Prelate Isaiah Isong, described Governor Udom Emmanuel as a servant leader who is dedicated in his service to the people and is working tirelessly to produce a better people in the state.

ONOFIOK LUKE: HIS THOUGHTS FOR TOMORROW
November 19, 202126

Barr. Onofiok Luke, member representing Etinan/Nsit Ubium/Nsit Ibom federal constituency.

By Abasifreke Effiong

Barr. Onofiok Luke, member representing Etinan federal constituency has made sterling, invaluable contributions that have enriched governance discourse in Nigeria and his state, Akwa Ibom. He has spoken profoundly in support of governance reforms including judicial and legislative autonomy, the most antagonised local government autonomy, quick dispensation of criminal justice and improved welfare for staff of the Nigerian judiciary, electoral reforms, fiscal transparency, and human capacity development.

In his state, Barr. Luke has advocated a more inclusive economic programme that would not leave the poorest of the poor vulnerable to exploitation by middle class politicians, investors and businessmen.

The lawmaker who sits as chairman of the House Committee on Judiciary and member of the committee on Security and National Intelligence has said repeatedly that he believes in the sustenance of the industrialisation agenda of the Udom Emmanuel administration in Akwa Ibom state. However, it seems Luke like many others feel the industrialisation agenda is “highly fallotine” or esoteric, and has left Akwa Ibomites on the lowest rung of society disconnected economically. He has spoken feelingly in support of the 10 years education roadmap of the state particularly the entrepreneurship and vocational components recommended by the education think-tank committee.

Earlier this month, Luke’s advocacy for an off-the-norm capacity development for civil servants in Akwa Ibom state resonated loud with the personal observations I shared few months earlier with a friend. This was my observation. Some senior civil servants in the state, among them were government information managers, were designated to attend a zoom meeting earlier this year. At the end, I observed that less 2 percent of the expected attendees joined the meeting. Out of concern, I reached out to those who did not attend the meeting to find out why the could not join us. Their response was uniform, ‘they don’t like online meetings and didn’t know how to go about it.’ Whoa! I exclaimed. If senior level staff are this fatigued about adoption of innovations, then I understand why we still have heaps of paper files on staff tables across offices in the state civil service.

For the above reason, Luke’s advocacy which said, “we must go beyond the easy, by constantly disengaging from the norms…”, deserves a thought. The punchline, “we must go beyond the easy…” was an excerpt from Luke’s keynote at the opening of the Nigeria Labour Congress state level school on November 3, 2021.

From casual reviews of social media posts by his media team, Barr. Onofiok Luke, member representing Etinan/Nsit Ibom/Nsit Ubium federal constituency has presented keynotes and led discussions at more than seven significant events in the last two months plus.

Luke led discussions in two panels during the 2021 NBA week in Port Harcourt, Rivers state. He spoke alongside top Justices at the Expert Review Meeting on the Administration of Criminal Justice Act 2015, organised by the Center for Socio-Legal Studies (CSLS) and at the 13th Chief Joe Gadzama (SAN) public lecture on “Redefining democracy, yearnings of the minority in a democratic setting”.

At the NLC state level school, Luke spoke on the topic, “Skill development: reshaping Union’s policy, strategies and actions for sustainability of the workplace.” He said, “Akwa Ibom state has developed economically, infrastructure wise, but the development has left our people behind technologically. There is need for workers to learn new set of skills. There is need for upskilling for the jobs of tomorrow.”

Trends in technology are making many young Nigerians unemployable. Tomorrow is not assured for very many workers especially those paid employees who feel fatigued about thinking, unlearning old methods and theories, learning and relearning trends.

At the NLC school, Luke like other deep thinkers shared his worries about the laxity shown by some workers towards adoption of innovations that would make them more efficient, effective and useful in the workplace. There is a surge in unemployment. Many workers currently employed are inefficient and may not be sustained because they do not have requisite skills and proficiencies to adapt to changing workplace flexibility caused by multiple disruptions in knowledge, methods and procedures driven by new information and communication technologies, research outcomes in sciences, global pandemic like the COVID-19, and the next big one, the global energy transition.

Therefore, Luke advised NLC and workers’ welfare associations to prioritize demands for skill development for their members – a bit above other considerations – in order to protect them against growing job insecurities, uncertainties and changes in work spaces. The Akwa Ibom state government will have to prioritize practical training of civil servants and get them proficient in the use of at least the smart, middle-skill techs.

Luke stressed that the state government must ensure that Akwa Ibom people are kept fully abreast of the business opportunities in the maritime sector. They must be fully trained and certified for job opportunities that will be created when the Ibom deep seaport and industrial city are fully developed. Maritime and aviation sectors present the biggest prospects for job creation in Akwa Ibom state. If the government and the people are not deliberate in building a pool of relevant skills now when the boom is not fully blown, her indigenous workforce would be struggling to catch up with menial jobs later in the years. That would be a huge opportunity lost.

Luke’s submission is that the state must be proactive and deliberate in procuring suitable trainings and global certifications for her citizens. His advocacy is important. Recently, Akwa Ibom state was ranked among the top five states in the federation in the adoption of International Public Sector Accounting Standards (IPSAS) by the Governor’s Forum. When IPSAS was introduced in the state, Luke who was then chairman of the House committee on finance and appropriations led the advocacy for the training of members of the 5th Assembly and principal staff of the Akwa Ibom state House of Assembly, on the use of the IPSAS template. While lawmakers in some state Houses of Assembly in the country are of today strutting with the appraisal of IPSAS, Akwa Ibom state is using a more advanced template, the IPSAS -Accrual, and it is understood both by the accountants who prepare the budgets and financial reports and the lawmakers, most of them are none accountants, who review and scrutinize the budget and financial report.

Government must prepare her citizens for jobs in all facets of the economy. It must see skill incubation as a social obligation. No skill or knowledge is lost. I know of two young graduates from Akwa Ibom state who eke a living from drafting Bills, motions and reports for lawmakers and NGOs. They are always having jobs on their tables because they are proficient. They got the opportunity to learn the whole lot about legislative practices through the Onofiok Luke Legislative Internship Programme. When Luke started the legislative internship programme in his first term in the House of Assembly, many people did not see the prospects because it was not the usual form of empowerment. Young, smart Akwa Ibom guys are earning a living and enjoying other pecks consulting for state and federal lawmakers and NGOs working on governance reforms, because of the training opportunity they got through the Onofiok Luke Legislative Internship Programme.

Beyond the big-ticket skills that require formal learning, Luke advocated that the administration after Governor Udom Emmanuel, must pay attention to developing the crafts economy of the state. The craft economy is larger than the knowledge economy, but it is not mainstreamed in the current industrialisation agenda. The traditional fishermen, the fire men who smoke fish, crayfish and other seafood, tinkers, families who live off uncategorized businesses in wetland areas of the state, families living off palm wine business and value-chain, distillers of local gin, wood and cement sculptors, masons, bricklayers, painters, taxi drivers, shoemakers, barbers and hairdressers, fashion designers, welders, makers of traditional farm tools, and other low skill and unskilled artisans constitute the craft economy. Some of their skills are in high demand, others will be extinct in the next few years. Their skills will be going extinct not because there is no demand for them but because they cannot evolve with current trends. With their current skills – nearly outdated – they cannot give our clothes, cars, tools and houses the high quality, fine finishing we desire. That has reduced the demand for their services and income. People are paying more to outsource skills which are in abundant supply here, the reason is that the ones we have here are not proficient.

The huge manpower within the crafts economy needs upskilling that will make it fit for the service demands of today and tomorrow. If the crafts economy can retain up to 60 percent of the state government’s annual expenditure in the economic sector, the loud complaints of hunger in the state coming from households on the lower and lowest economic rung would be silenced and the multiplier effects on the well-being of citizens, the IGR collection from the informal sector and the shadow economy of the state will be huge.

PRESS RELEASE
TUESDAY 16TH NOVEMBER, 2021 – DUBAI AIRSHOW: IBOM AIR SIGNS AGREEMENT WITH AIRBUS FOR THE PURCHASE OF 10 A220 AIRCRAFT

Ibom Air, the indigenous Airline of the Akwa Ibom State Government of Nigeria, has placed an order for ten (10) A220 aircraft with Airbus, at the ongoing Dubai Air show, taking place at the purpose built DWC event arena in Dubai.

The agreement, which was signed today by the Chief Executive Officer of Ibom Air, Mr Mfon Udom and Chief Commercial Officer of Airbus, Mr Christian Scherer, was done in the presence of His Excellency, the Governor of Akwa Ibom State Mr Udom Gabriel Emmanuel, the Attorney General and Commissioner for Justice of Akwa Ibom State, Mr Uko Udom, SAN, and the Chairman of Ibom Air, Mr Imoabasi Jacob who led the Ibom Air team, which also included the airline’s Chief Operating Officer, Mr George Uriesi, the Group Manager Marketing and communication, Mrs Aniekan Essienette and the Group Manager Corporate Services, Mrs Imelda Aba.

Working in collaboration with the Airbus team, Ibom Air took an innovative approach to making the choice of the A220. The airline started by wet-leasing two (2) A220s for a year, to test the suitability of the aircraft for their needs. Within 6 months of this process, the airline was able to validate the A220 as the right choice for its domestic and regional aspirations. The order of the ten (10) Airbus A220 is in line with the airline’s aggressive growth plan, which will see it expanding its footprint into new domestic routes as well as regional routes covering West and Central Africa in the immediate future. The first phase of this expansion is set to cover cities like Malabo, Douala, Libreville, Kinshasa, Accra, Abidjan, Freetown, Banjul and Dakar. Ultimately the airline intends to operate throughout the continent of Africa.

The all-new A220 is purpose built for efficiency, targeting the 100-150 seat market. It burns 20% lower fuel per seat compared to previous generation aircraft and flies to a range of up to 3,400 nm (6,297 km), offering performance similar to larger, single-aisle aircraft. The A220s combination of a superior cabin product and low operating costs are a perfect fit for the airline’s network growth strategy and will help Ibom Air offer its customers an unrivaled value proposition.

His Excellency, the Governor of Akwa Ibom State in his remarks stated “earlier in the year, we gathered to welcome the first Airbus into our fleet, and I must say that we are proud to be the first airline to order the all-new Airbus A220 in Nigeria. The A220 will allow us to increase the number of passengers into Akwa Ibom, thus bringing more first-time visitors and business travelers to the State. These efforts reflect our commitment to enabling local commerce and industry, in line with the State’s economic growth strategy. With this latest acquisition, Ibom Air is better positioned to contribute to driving long term economic growth for Akwa Ibom State. Ibom Air’s giant leap as evidenced by this bold step, is a validation of the aviation development pillar of our completion agenda which is on course. I have said and will reiterate that, till the very last day, I will keep working for and in the interest of Akwa Ibom people.

Also speaking at the announcement, the CEO of Ibom Air threw more light on the choice of the A220: “It gives me great pleasure to be here at the announcement of Ibom Air’s order for 10 Airbus A220s. We are pleased with the steep growth we have achieved in the two (2) years and five (5) months since we commenced operations, a growth mainly driven by the massive embrace of our product and brand by the Nigerian domestic flying public. As we contemplated the next phase of our expansion strategy, we gave consideration and opted to procure two (2) A220s on a one-year wet lease, in order to try out the aircraft to ensure it was fit for the purposes of our business. I am pleased to say here that the approach has been a huge success for us. We found out that not only can we fill up the aircraft, but it has also become a favorite in the Nigerian domestic market. Our passengers love it. And so, here we are today, ordering 10 A220s, having tested and validated it as the one stop solution for our domestic and regional aspirations.”

On his part, the Chief Commercial Officer of Airbus, Mr Christian Scherer said “we are thrilled to add Ibom Air as a new Airbus customer. The A220 is ideally suited to Nigeria’s aviation needs, providing operational flexibility, growing the business, and responding to demand for increased passenger services. Through this investment, Ibom Air is underscoring its ambition for regional and in due course, international connectivity, efficiency and versatility.”

With the purchase agreement signed, deliveries of the aircraft to Ibom Air will commence in the first quarter of 2023.
