Yesterday, l Inaugurated the Mkpat Enin Chapter of Akwaibom Youthcongress.
It was an opportunity to begin the Narrative Changing movement in Mkpat Enin.

More accolades should be given to the Executive Chairman of Mkpat Enin who in his wisdom embraced the ideology of changing the narratives and gave every support to get it working in Mkpat Enin.

For the first time, l saw a politician who doubles as a teacher. As the Keynote Spraker, Hon Michael Ekpo simply gave more insights into the idea of changing the narratives, even as he gave more accolades to the Executive Governor of Akwa Ibom State.

According to the Chairman, the Governor is changing narratives in infrastructural developments, Education, power, and in industrialization etc.

While taking time to key into the industrialization / aviation dream of the Governor, the Chairman charged the Mkpat Enin youths to think of what they can do for the local government while expecting more from the local government and Government at large.

For the chairman, leaders should rather be answerable to the people and not the reverse. The more reason he is accessible to every son and daughter of Mkpat Enin.

The Chairman of the occasion, Hon Eseme Eyiboh who delivered a keynote at the Epiphany Summit on June, gave the Mkpat Enin youths Reasons to be focused and wise. For him, wisdom is profitable. He narrated a situation where an elderly woman sat at the wrong seat in a plane that headed Abuja, everyone on the plane begged the woman to return to her normal seat, but she insisted she had to be at the front seat because the son paid for her to be there. After several trials by the air hostesses, Eseme approached the woman himself and told her, ” Mma, where are you heading?” She replied,”I’m heading Abuja.” He the told her,” ok Ma, those at the front seat are heading Lagos, those going to Abuja are to take the back seat.” The woman simply went to her proper seat and the plane moved.

According to Eseme, while pushing the narratives changing mantra, wisdom should be applied.

The Congress is grateful for the massive turn up of the youths and support from key players, notable among them was Usen Johnson , the Ag CPC of the chairman.

We appreciate members of the Panel, Hon Johnson Attah who gave the Mkpat Enin Youths reasons to respect leadership,the Publicity Secretary of PDP, Mkpat Enin( Nkereuwem James ) for his insight reasoning and being a complete party man.

In all, the outing was a huge success and we give Glory to God

Rigging 2023 in 2021

When President Muhammadu Buhari declined assent to 2018 Electoral amendment draft, his excuse was that the document was a right thing arriving on his table at a wrong time and that if signed into law it could jeopardise 2019 general elections that were around the corner. He also adduced that the clause of scheduling election time table by the legislature was clipping the discretional wings of Independent National Electoral Commission, INEC, to independently, as its name implies, run electoral exercises in Nigeria.

Though the president had its way in accordance with the power of veto vested in his office by the Constitution, the cynical public had their say within the space of constitutionally guaranteed freedom of expression. The rationale offered by the president was seen as a pleasant presidential objection to a draft that could drive credible elections if turned to an Act. There is a saying in our place that “no one is big or old enough to overcome fear”. The fear of losing fraud-free elections feverishly frightens almost all Nigerian politicians.

The provision of electronic transmission of election results from polling units to collation centres was Bukola Saraki-led Senate’s improved seedlings with resistant varieties to withstand pestilence often unleashed by Nigerian politicians on electoral processes. Though electronic transmission of result is not enough to check all that plague popular wishes of the people, it is capable to a large extent of putting off the ever-present devil’s hands that magically add, subtract and multiply figures, especially during transit of ballot papers from polling booths to collation centres.

Fortunately, the seed earlier killed by the president has sprouted in the 9th National Assembly. But unfortunately, the legislature dominated by the All Progressive Congress, APC, has mutilated it on its nursery bed. That mutilation is what generates the hue and cry from Nigerians to forestall the disfigured seed in the legislature being transplanted to its permanent site through the office of president.

The caveat of “where and when are practicable” inserted in the amended draft, which says that electronic transmission of election results from polling booths to collation centre should be determined by the Nigerian Communication Commission, NCC, subject to ratification by the National Assembly is glaringly eroding the independence of the elections management body. The amended draft also tie the hands of INEC when its officials are asked under duress to announce election result as dictated by a person or few persons and not as voted by the people.

With NCC being a wing of the executive, it means the electoral body would be on the apron string of the two arms of government.  The subjugation of INEC’s power to the legislature and the executives is signposting that Nigerians would still have to wait for the judiciary to pronounce winners and losers after about a year of casting their votes. This is because the draft is designed to allow wuru-wuru and mago-mago, which have been the common features in our elections, to continue to have their way so that heaps of election petitions in courts would keep heightening to ceiling level.

By 2023, when the amended bill is mostly targeted at having its full fledge, the celebrated June 12, which is now Democracy Day on account of 1993 presidential election adjudged as the most credible in Nigeria’s history, will clock 30 years while this democracy would be 24, yet the country would be progressively retrogressing to dictatorship. Flag of dictatorship is flying fantastically whenever and wherever fraudulent elections fly because it suppresses the popular wishes of the people.

Why is Nigeria’s democracy retrogressing in the hands of a party which middle name is Progressive? Are all those congregating in the congress becoming retrogressive after progressing to Abuja, where the drivers of progression or retrogression of Nigeria reside? Where are those flaunting puritanical credentials of being progressives and pro-democracy activists?

Why is the APC-dominated National Assembly afraid of credible elections, whereas they claim to have got to power through mass action? May be, the surest way of identifying hypocrites in the Nigerian population is to give political power to those reveling with appellation of being progressives and pro-democracy activists.

The excuse that all polling units in the country are not covered by telecommunication facilities is flimsy and so feeble to fly in a fecundating political firmament like Nigeria. Gratifyingly, INEC keep saying that it has capacity to transmit election results from every polling unit to central collation.

It is an act of effrontery, as it is embarrassing to “the giant of Africa” with vast potentials in human and material resources, to advance excuse of non-nationwide internet facilities. It smacks of reversing to Stone Age at a time information is received anywhere in the world within a second after a click of a finger on a button by a sender. It is fallacious, as it falls flat on the face of current realities that do not require institutional or organizational statistics for verifications before knowing that Information and Communication Technology, ICT, is everywhere in the world today.

Let us take a cursory look at ATM (automated teller machines), which dispenses cash to customers in banks and some other strategic public places. POS (point of sale) abounds in every corner from rural to urban areas and they are not only used for purchasing alone, vendors also use it pay to bank depositors, both lettered and unlettered.

Also, passengers using BRT in Lagos pay fares with electronic cards. At Federal Medical Centre, Ebute Metta in Lagos, all information about patients, including paying bills, are computerized and are assessed through electronic compliance number on cards. Unified Tertiary Matriculation Examinations, UTME, are now on CBT (Computer Based Test). There are many other electronic mode of living in Nigeria today that would not be contained on this space.

We should not cite examples of some developed nations that do not use electronic means in voting. Because of crooked practices that abound in Africa, the need for devising untainted means of conducting our affairs can only be emphasised to non-human creatures. When I started secondary school many years ago at Holy Family College Abak, our terminal examination results were sent straight to our parents/guardians through post offices. That measure helped a great deal in checking results from missing or marks inflated and coloured with blue pen in the hands of some unscrupulous students.

It is extremely difficult for anyone desirous of trustworthy elections in Nigeria to condemn those labeling the action of the APC-led national legislature as “show of shame”. They can only be accused of being poor in vocabulary, hence their use of a mild phrase.

If the Buhari administration fails by any means to allow INEC to conduct credible elections in 2023 it would be vindicating and disappointing. Vindication of many Nigerians from all parts of the country who hold the view that the retired Major General has not turned away from sins of dictatorship, which formed the groundswell of discontent among Nigerians throughout his 20 months reign, and for which Ibrahim Babangida offered as reasons for dethroning him on August 27, 1985.

It would be a mother of all disappointments to a number of persons tenaciously clinging to a position that Buhari has the will and wherewithal of character to righting of wrongs in Nigeria. After losing three successive presidential elections, which he keeps alleging rigging, before winning his fourth contest in 2015, Buhari ordinarily should be imbued with strong motivations more than other Nigerians at the moment to append his signature on marble for free and fair elections.

In event that the National Assembly fails to hearken to hues and cries from Nigerians to expunge fraud-compliance provisions in the amended electoral draft and the president thereafter assents to it, Nigerians from all stations of life everywhere should brace up for the urgency and imperativeness of using every legitimate means in stopping the National Assembly and the presidency from facilitating the rigging of 2023 elections in 2021.

SENATOR EFFIONG BOB WINS IBOM VOICE 2021 MEDIA ONLINE POLE.

Distinguished Senator Effiong Bob won the Ibom voice media2021 opinion poll organized by the media platform to test the popularity of the aspirants contesting the top office of the Governor in Akwa Ibom State come 2023.

REP. IDEM DONATES E-LEARNING CENTRE, SIX CLASSROOM LECTURE HALLS TO AKWA IBOM STATE UNIVERSITY

The member representing Ukanafun/Oruk Anam Federal Constituency in the House of Representatives, Rep. Unyime Idem has approved the establishment of an e-learning centre and the construction of six classroom lecture halls in Akwa Ibom State University, Obio Akpa campus in Oruk Anam local government area.

Presenting an award letter for the projects to the Vice Chancellor of the University, Professor Nse Essien, Rep. Idem who was represented by the former Commissioner for Agriculture in the State, Dr. Mathew Ekaette said the intervention by the lawmaker was to increase the educational competitiveness of the state-owned university especially in the area of ICT.

The Deputy Chairman, Communications Committee in the House of Representatives said the choice of Obio Akpa campus was part of his vision to contribute to Governor Udom Emmanuel’s education completion agenda, digitalization of education and boosting of knowledge economy.

He said in collaboration with his development partners, the e-learning centre project which will commence next month, August will have fifty desktop computers, chairs and tables, two server with 21 inch monitor, two 3HP Air Condition, sixteen inverter battery, sixteen 300w solar panel, 12 months bandwidth subscription among other infrastructure and associated devices.

Responding, the Vice Chancellor, Professor Essien who led the management staff to receive Rep. Idem’s delegation commended the gesture of the lawmaker and described it as touching the critical needs of the institution.

“Idem is a calibre of person that should be sent to represent the people, he has done very well especially in the areas of youth empowerment and skills acquisition. He deserves commendation for not only being a good ambassador of Ukanafun/Oruk Anam Federal Constituency, but also a good ambassador of Akwa Ibom State, we are proud of him,” Professor Essien stated.

He said the e-learning centre and the lecture halls will help better the performances of the 8 faculties, 42 academic departments and 67 post graduate programmes which the school currently runs.

Those present at the event were members of Rep. Idem’s delegation which included a former Chairman of Ukanafun local government area, Hon. Uduak Essien, immediate past Vice Chairman of Ukanafun, Hon. Umakiso Umoh, immediate past Vice Chairman of Oruk Anam, Hon. Edwin Udofa, immediate past Special Adviser in Ukanafun Barr. Ndipmo Umoh and former Ukanafun councillor Hon. Nkereuwem Udofia.

Niger Delta Student Union Govt Honours Unyime Idem for Outstanding Leadership

The member representing Ukanafun/Oruk Anam Federal Constituency in the House of Representatives, Rep. Unyime Idem has been honoured by the Niger Delta Students Union Government – NIDSUG with an Outstanding Leadership Award.

Presenting the award to the lawmaker in his office in Abuja, the National President of NIDSUG, Comrade Goodness N-Epba who was accompanied by other executive members of the union said the award was in recognition of Rep. Idem’s contribution to the development of Akwa Ibom State, Niger Delta region and the country at large through outstanding infrastructural developments in his constituency as well as prioritizing educational growth, initiating digitalization process for rural schools, skills empowerment for 5000 youths among others.

While congratulating him on his impactful two years in the National Assembly, they expressed their willingness to partner in projecting his developmental strides and requested to officially tour all the projects instituted by him in Ukanafun/Oruk Anam Federal Constituency.

Responding, the Ukanafun-born lawmaker who is also the Deputy Chairman, House Committee on Communication thanked the students for the wonderful work they are doing at the level of Niger Delta, adding that they have shown that education is beyond just certificates as the content of the mind is very important.

He charged them to be good ambassadors of the region by championing the issues of the Niger Delta while also balancing the activism with good academic grades.

The lawmaker who dedicated the award to his constituents, promised to continue doing more for his people and the country. He assured them of his willingness to champion and support only the things that are beneficial to Nigeria and her citizens.

NCC TOTTLES WITH REP IDEM’S QUESTION ON ELECTRONIC TRANSMISSION OF ELECTION RESULTS

The Nigerian Communications Commission, NCC, during Friday July 18, 2021 plenary when it appeared before the House of Representatives, tottled with Rep. Unyime Idem’s question on the issue of electronic transmission of election results from polling units without strong network signal.

Idem had asked if it was possible to transmit election results uploaded from polling units without network to INEC server once the INEC transmission device gets network signal? He likened the scenario to that of offline SIM registration and some bank services that gets uploaded once there is network coverage.

Idem, an expert in ICT and Nigeria’s Most celebrated Telecoms Partner has a better understanding of the workings of telecoms network in Nigeria having been a major service partner for telecom giants in the country.

From hindsight, Idem understands perfectly well that election results have chances of being uploaded from polling units without network and will hit INEC results collation portal once there is network.

Responding to Rep. Idem’s question, the NCC Commissioner in charge of Stakeholder Management, Adeleke Adewolu, said it was possible to allow for transmission of election results offline but went on to counter his claim that based on a 2018 NCC survey, only about 50% of the 109,000 polling units mapped out had 2G or 3G network coverage. The Commissioner further added that about 49.7% had no coverage at all.

This claim by NCC contradicts its own 2020-2025 National Broadband plan recently approved by President Muhammadu Buhari. The plan states that 2G coverage presently stands at 89%. 3G coverage at 74% while 4G coverage is 37% with potential for great improvement given technological advancement.

Based on the aforesaid, it is a given that electronic transmission of election results from polling units is possible in Nigeria having been successfully tested by INEC with the help of NCC and the telecom giants in Edo and Ondo elections recently.

Rep. Unyime Idem was among the three lawmakers nominated by Speaker Femi Gbajabiamila to ask NCC questions.

Alleged Buhari’s Third Term Agenda; APC Finally Opens Up

The All Progressives Congress (APC) has condemned the allegation by the Peoples Democratic Party (PDP) that President Muhammadu Buhari has “self-succession” plans.

National Secretary of the party’s Caretaker Committee, John Akpan Udoehede described the APC as a “disciplined party”.

In a statement on Monday, the scribe said PDP is being haunted by its past.

Udoehede recalled the, “inglorious third term agenda” while the opposition was in power.

He noted that after APC congresses and the National Convention, “we will shock them.”

Udoehede assured that the party will work for the emergence of “a consensus and an agreeable candidate,” ahead of 2023.

“APC has no third term agenda. What we are doing now is to stabilize the party and not allow individual ambitions to derail the administration of President Muhammadu Buhari,” he added

According to The News, President Buhari addressed Nigerians in his Eid-el-Kabir greeting, which was released in a statement by his senior special assistant on media and publicity, Malam Garba Shehu, on Monday, July 19, in Abuja.

The president also said that his administration is working hard to solve food inflation brought on by the COVID-19 pandemic, as well as the impact of floods on agricultural activity in the country.

Floods, according to the president, have wreaked havoc on agricultural farmlands, harmeding “our attempts to expand local production in line with our strategy of dramatically reducing food importation.

“No government in our recent history has invested as heavily as we are doing to promote local production of about 20 other commodities, through the provision of loans and several other forms of support to our farmers.”

Apart from the damage caused by floods to rice crops, Buhari stated that middlemen had taken advantage of the local rice industry to exploit other Nigerians. He did, however, reiterate his administration’s commitment to building a just, peaceful, and wealthy society where people’s lives and property are safe.

The president remarked that the “COVID-19 pandemic has taken a terrible toll on the economies of all countries, including Nigeria,” when commenting on the country’s current issues. Buhari reassured Nigerians that his government was working to address the country’s security issues.

HOUSE OF REPS CONSIDER PAY-AS-YOU-GO, PRICE REDUCTION FOR DSTV, OTHERS 

The House of Representatives has considered pay-as-you-go and price reduction for DSTV and other cable satellite operators in the country.

This followed the adoption of the reports and recommendations of the Ad–hoc Committee on Non–Implementation of Pay–As–You–Go and sudden Increment of Tariffs plan by Broadcast Digital Satellite Service Providers.

The Chairman of the Committee and member representing Ukanafun/Oruk Anam Federal Constituency, Rep Unyime Idem, had earlier laid the report before the House and was considered during Wednesday’s Plenary in Abuja.

The House called on the Federal Government to as a matter of urgency expedite action on implementing the content of the National Broadcasting Code and the Nigeria information Policy of 2014.

The House noted that this would trigger healthy competition in the industry, adding that the entertainment industry had a wider spectrum with limitless job and wealth creation opportunities for the teeming youths.

The House stated that the visible absence of competitors in the industry was tacit approval of monopoly by the present operators. The House suggested that timely application of government regulatory intervention measures already articulated would revolutionise the industry and meet the people’s yearnings for Pay-as-you-go, Pay-Per-View and price reduction.

According to the recommendation, our extant laws that moderate operations in the industry is to be fine-tuned to meet the 21st- century regulatory laws of the industry that is dynamic as the entertainment industry.

The House noted that the National Broadcasting Commission saddled with the responsibility of licensing and regulating the activities of service providers must also have the power to moderate in the protection of consumers to guard against exploitation.

The House stated that there was little or nothing a regulator could do if he was handicapped by laws that were not properly tailored to the needs of the society.

Further more, the report stayed that price increase and reduction have always been contentious issues for producers and consumers in the business world.

The House also listed the factors responsible for hike in subscription fee as the recent increment of VAT by 2.5 per cent by Financial Amendment Act of Jan. 13 2020, and the fluctuating foreign exchange rate in the country that affects the cost of content.

Other contentious issues listed are broadcast equipment, experienced hire and technical infrastructure, increase in bouquets for a wider choice, inflation on the cost of production and need to maintain workforce.

They identified the need not to throw many young Nigerians who are gainfully employed by pay-tv into the labour market.
