GOV. MUTFWANG WELCOMES IDEM’S COMMITTEE TO PLATEAU, URGES THOROUGH INVESTIGATION ON TETFUND ALLOCATIONS

Following the mandate given to us by the House of Representatives to investigate the alleged abuse of 2.3 trillion naira generated as tertiary education tax by the Tertiary Education Trust Fund, TETFUND, our committee landed in Plateau state on Sunday and was received by the state governor, Caleb Mutfwang, at the state government house in Jos.

Governor Mutfwang thanked us for the visit and urged us to “be dispassionate, objective and thorough in our assignment, noting that our mandate “touches on the fabric of the future of the nation, which is education”.

He further noted that his administration places premium on education in the state, evident in his interface with management of Universal Basic Education, the newly established Senior Secondary Schools Board, and other agencies of government, in the last two weeks.

Earlier in his my remarks as leader of the delegation, I informed the governor that we were in Plateau state to interface with heads of schools and inspect TETFUND projects sited in their institutions.

We made it clear that the TETFUND projects inspected do not sum up to the 42 billion naira allocated to Plateau state in the last ten years, reason the House of Representatives sent us to the state to take stock for appropriate action.

We vowed to present a holistic report of the true picture of the state of infrastructure in institutions of higher learning across the country after our national assignment, as well as make recommendations that will seek to address the challenges bedevilling tertiary education in the country.

Addressing the heads of institutions before commencement of inspection, we frowned vehemently against being presented with false documents and information, warning that the law stipulates dire consequences for such action.

Schools we visited in the state were University of Jos, Plateau State University, Bokkos, Plateau State Polytechnic, Barkin-Ladi, Plateau State College of Education, Gindiri, Federal college of Education, Pankshin and Federal Polytechnic, N’yak Shendam.

The Senator representing Akwa Ibom South in the Senate, Senator Ekong Sampson has inspected his constituency office in Eket ahead of the commencement of robust communiity engagements and massive empowerment of constituents.

The office located along Atabong Road, Eket will serve as a liaison between the Senator and the people of Akwa Ibom South. Senator Sampson was accompanied on the inspection visit by the Director-General of his Senate campaigns, Sir Michael Essang.

It is noteworthy that Senator Ekong Sampson also has three other constituency offices to further enhance his connect with his constituents. These offices are located in Oron, Ikot Abasi and Uyo. Senator Sampson was recently announced as Vice Chairman of two important Senate Committees – Committees on Education and FCT. He is also a member of several other key Committees including Oil and Gas, Airforce, FERMA, among others.

The Akwa Ibom South Senator is finalizing plans for the first tranch of the massive empowerment of Eket Senatorial District constituents. Speaking on the office tour and the forthcoming empowerment, Secretary of the Ekong Sampson Empowerment Committee, Engr. Ben Edenseting assured that the intervention will be all inclusive, reflective of the rich mix of the senatorial district.

Engr. Edenseting lauded Senator Sampson on the timely set up of his constituency offices, noting that the Onomkpoinam Mkpat Enin has shown admirable commitment to offering rewarding representation in the Senate. He further praised Senator Sampson for the unique innovation of having four constituency offices spread across the three federal constituencies of Akwa Ibom South, describing it as a first of its kind.

According to him, the role of the Muslim Pilgrims Welfare Board in the Arise Agenda is enormous in steering up the economy of the state. While appreciation the philosophy of Akwa Ibom State Governor, Pastor Umo Eno through the Arise Agenda.

Senator Ekong Sampson Pays Last Respect To Late CAN Chairman, Prelate Sunday Mbang

Senator representing Akwa Ibom South in the Senate, Dr Ekong Sampson was among eminent Nigerians at the burial ceremony of the former Prelate of Methodist Church, His Eminence, Dr Sunday Mbang.

The remains of the Prelate Emeritus, who died on 16th May, 2023 at the age of 86, were interred today after a funeral service held at the Sunday Mbang Methodist Cathedral, Eket.

The event drew an array of dignitaries from all walks of life. SENATE: Senator Ekong Sampson Sets Insights for Local Government Administration in Nigeria

Senator representing Akwa Ibom South in the Senate, Dr. Ekong Sampson has set the tone for insights into effective Local Government Administration in Nigeria. Senator Sampson offered his perspectives at the Senate plenary on Friday, 4th August, 2023 during the ongoing Ministerial Screening.

While making his contributions during the screening of one of the nominees, Alhaji Abdullahi Tijjani Gwarzo from Kano State, Senator Ekong Sampson beamed the searchlight on ways to better governance at the grassroots level. Gwarzo is a former Chairman of Association of Local Government of Nigeria(ALGON).

Taking the floor to speak, Senator Ekong Sampson expressed concerns over the workings of the current Local Government system in Nigeria, which he noted, was beleaguered by institutional loopholes. He was of the opinion that if the system is strengthened, there will be greater efficiency in grassroots administration. Senator Sampson remarked that a more efficient Local Government system will help check insecurity in the country and engender development.

Senator Ekong Sampson himself, is a former Local Government Chairman as well as a former two-term Member of the Akwa Ibom State House of Assembly. He was also Commissioner in a number of ministries in Akwa Ibom State.
Sampson sought out the opinion of Alhaji Gwarzo on ways of strengthening the Local Government administration.

In his answer, the nominee, Alhaji Tijjani Gwarzo provided two vital leads. First, he answered that Local Government autonomy was a critical panacea for effective Local Government Administration in the country. Gwarzo also canvassed that LG elections should be handled by INEC or an independent national electoral body to make for free and fair elections, which will make the system independent and accountable.

The move by a few persons to declare and foist Prof. Eno Ibanga – Akwa Ibom State Commissioner for Works and Fire Service as the new ‘Political Leader’ of Mkpat Enin has been met with stiff rejection, outrage and condemnation.

An influential section of youths in the Local Government Area have in fact, called for the resignation of the former AKSU VC from State EXCO to focus on ‘political leadership’. They noted that Prof. Ibanga was clearly distracted barely a week after being reappointed and is causing Mkpat Enin and Gov. Umo Eno – an in-law in the area, ‘great embarrassment’.

Recall, few days ago, a purported video of Prof. Ibanga being presented to the Traditional Rulers Council of Mkpat Enin Local Government Area as Political Leader by a gang described in many quarters as ‘political jobbers’, emerged online.

At the alleged declaration, neither the serving Senator for Akwa Ibom South, Dr. Ekong Sampson, former Deputy Governor, Lady Valerie Ebe, PDP Chapter Chairman, Hon. Anietie Sunday, and many other critical stakeholders were present. Instead, Rt Hon. Bernard Udoh, a serial decampee from the PDP and former Reps, Hilary Oton – suspended Chapter Officer of the PDP, Udo Sam Umoatan, an abysmal ex-Council Chairman, among others were present. Controversial current Chairman of the Local Government Area, Hon. Anieokpon Ekpo, who was suspended for over a year over fraud and other illicit crimes, was also there.

Expectedly, the phantom declaration has earned endless negative reactions. Many of the reactions questioned Prof. Ibanga’s political leadership pedigree in a local government that has known political titans. Others said it was an attempt to bury Chief Richard ‘Tractor’ Umoren – ailing yet still officially recognized Political Leader of the area, alive. Many others miffed at the hastiness, sectional and non consultative nature of such moves.

A prominent Mkpat Enin sociopolitical group, Mkpat Enin Unity Network in a Statement, condemned Prof. Ibanga ‘divisive attempts at a time the Local Government Area should be united for the common good’. The Statement signed by the National Coordinator, Dr. Friday Akpabio and Secretary, Barr. Ebeute Ebeute read in parts:

“As a group saddled with the responsibility of uniting Mkpat Enin people at home and in the Diaspora, we are very concerned about the negative reactions that have continued to trail the purported ‘announcement’ by a few persons who do not represent the opinions of the wider spectrum of stakeholders across the four clans of Mkpat Enin local government area.

In as much as we are not against the emergence of anybody as political leader of Mkpat, Enin LGA, we are strongly against the process that led to such controversial action especially when our major stakeholders were neither consulted nor made to be part of the process. We are therefore concerned that such action could threaten the peace of our people thus giving the impression that could associate our peace-loving people with political upheavals as witnessed in other local government areas”.

The group recalled the crisis that rocked the LGA last time over the case of political leader, cautioning Eno Ibanga’s promoters against setting the area ablaze again by their antics. It cautioned:

“The Hon. Commissioner for Works and Fire Service, rather than chase agenda that will not help him in his assigned duties, he should rather concentrate on helping the State Governor actualize his ARISE Agenda for rural development. The Governor’s charge on Hon. Commissioners to interpret Government policies and programmes in their various LGAs should not be misconstrued to mean chasing political leadership. Rather, the Governor was simply urging them to go implement the policies of government at the grassroots. While other Commissioners have gone back to comply with the Governor’s directives with humility, that of Mkpat Enin has been misinterpreted to further selfish, distracting political ambitions”.

The message advised “the general public to ignore the antics of these contractors and political jobbers as they not represent the opinion of Mkpat Enin people”.

In related condemnation, PDP Chieftains have equally lambasted the circus that congregated over the now unpopular Eno Ibanga declaration, declaring as bereft of needed integrity.

The duo of Hon. Mfon Nkanteon, Vice Chairman (Eket Senatorial District) and State Officer of the PDP and Hon. Emmanuel Jacob, Vice Chairman of the Party in Mkpat Enin noted that the decision was merely the opinion of a few, as the party leadership in the area was unaware and not part of the decision, adding that such does not reflect the collective will of Mkpat Enin people.

On his part, a former Transition Committee Chairman of Mkpat Enin and serving Commissioner in the Ethical and Attitudinal Reorientation Commission(EARCOM), Sir Ubong Ekefre chided Prof’s ill-fated announcement. He said the declaration of Prof. Ibanga when Chief Richard Umoren was still alive, amounted to burying the revered elder statesman and former Council Chairman, popularly known as ‘Tractor’, alive.

Sir Ekefre, in a Press Statement noted:

“it saddens me that Prof Eno Ibanga, barely forty-eight hours after his reappointment as Commissioner for Works and his cohorts have attempted to bury the first democratically elected Chairman, Obong Richard Umoren alive by embarking on a socio-politically and spiritually wrong quest for political leadership”
Sir Ekefre described the move by Prof. Eno Ibanga as ‘a toddlers first steps.

Many other critical stakeholders and Political calculators in the area have described the latest attempt by a herd of cheerleaders to smuggle Prof. Eno Ibanga through the back door and crown him the political leader of Mkpat Enin as the most brazen political fraud attempted in the leadership history of the LGA. They surmised the effort as ‘a shot over the bar’ and another of Ibanga’s political neophysm and miscalculations.

The Mkpat Enin Chapter of the Peoples Democratic Party, PDP has rejected the declaration of Prof Eno Ibanga as political leader of the local government area.

In their respective reactions to a video that was circulated online in which a former federal lawmaker, Hon. Bernard Udoh and a few others in a meeting, presented the newly reappointed Works Commissioner to some traditional rulers as their adopted political leader, the duo of Hon. Mfon Nkanteon, Vice Chairman (Eket Senatorial District) of the party and Hon. Emmanuel Jacob, Vice Chairman of the party in Mkpat Enin noted that the decision was merely the opinion of a few, as the party leadership in the area was unaware and not part of the decision, adding that such does not reflect the collective will of Mkpat Enin people.

In his reaction, Hon. Nkanteon said any statement or declaration made by anyone concerning the political leadership of Mkpat Enin was a personal opinion and can never be the position of the entire local government.

Nkanteon stated that Mkpat Enin as a local government did not convene stakeholders to discuss political leadership, hence, anything rumoured in that regard should be discarded.

The former council chairman said the last time Mkpat Enin stakeholders sat on same issue was at meeting with former governor Udom Emmanuel which the former governor had asked everyone to drop all interests and work together

When also contacted, Hon. Jacob in his reaction noted that the development was strange to the PDP leadership in the area, adding that the declaration was misleading and void.

Further faulting the process, Jacob stressed that in any case where a political leader was to be nominated and adopted, the party leadership and enlarged party stakeholders in the area should be notified and fully involved.

He also said that Hon. Udoh is neither a spokesperson of the party in Mkpat Enin nor the spokesperson of the stakeholders.

According to Jacob, it is possible for a group of people to gather at Prof Ibanga’s house, drink and begin to make declarations out of excitement, adding that their opinions can never reflect the general will or decision of the people.

He further noted that Udoh was no where seen working for the party during the last elections, therefore, could never have been in a position to speak in such a significant matter.

Meanwhile, a youth leader in the area, while also reacting to the development, advised the duo of Prof Ibanga and Hon. Udoh to find other means to feed their political selfishness without trying to trigger political crisis in the area and incite Mkpat Enin people against the governor who he said has just assumed office and needs to focus on settling into the burdening demands of his job.

“I am concerned because this Bernard in whom Prof suddenly found romance in, was nowhere in the struggle when we were battling the odds to ensure the governor’s victory. He was at a time rumoured to be working for YPP and there was nothing to prove the rumour false, as he was not seen anywhere working for PDP. Would Prof be scheming for political leadership today of YPP had won the guber election against our party?”, he queried further.

While also using the medium to congratulate Prof Ibanga on his reappointment into the state executive council, he further advised the returning works commissioner to pay more focus on delivering in his official assignments and quit romancing with expired politicians like Bernard Udoh who he claimed is politically stranded and needs rehabilitation.

ECOWAS Calls For Multi-sectoral Approach To Tackle Arms Proliferation

The Economic Community of West African States (ECOWAS) has called for a multi-sectoral approach to address the challenge of proliferation of Small Arms and Light Weapons (SALW).

ECOWAS made the call at the end of a three-day workshop held with relevant stakeholders in Calabar.

In a statement issued on Monday, on the outcome of the workshop, Mr Abdel-Fatal Musah, ECOWAS Commissioner for Political Affairs, Peace and Security, underscored the need for collective efforts in tackling arms proliferation.

Musah who was represented by Mr Ahoba Piex, advocated the establishment of a National Commissions on Small Arms (NATCOMs) to tackle the challenge in the region

He stressed the urgent need for coordinated efforts in addressing the proliferation of SALW.

The Ambassador underscored the crucial role of the ECOWAS Convention on SALW and its vital instrument in tackling the issues.

He noted that the workshop was significant in advancing the implementation of the Convention.

Musah recognised Nigeria’s progress in SALW control, the role of civil society organisations and the importance of aligning with global disarmament initiatives.

“Government officials must muster the political will to uphold reintegration promises made,’’ he stated.

Similarly, Nigeria’s Permanent representative to ECOWAS, Mr Musa Nuhu recognised the ECOWAS Convention on SALW as a crucial document for fostering peace, stability and development.

Nuhu who was represented by Mr Abdullahi Isah, noted that the workshop would serve as a valuable platform to enhance the understanding of the convention and identify critical areas where improvements are required.

“I urge you all to formulate strong strategies, foster coordinated efforts, and enhance regional cooperation to tackle the threats posed by SALW,’’ Nuhu stated.

Governor Umo Eno has sued for support from Akwa Ibom people to enable him discharge his official responsibilities by allowing him take decisions that will be in the best interest of the state.

The Governor was fielding questions from Government House Reporters at the Victor Attah International Airport, over the list of executive Council nominees he sent to the House of Assembly.

Referring to the new entrants as new blood, the Governor said ” I like new blood but I must test the new blood and be sure that they are the right blood. You don’t just take in blood. You must test the blood. So let’s test the blood.

On why he is retaining those who had served in the immediate past State Exco, he explained that it would be a mark of ingratitude on his part if he abandoned them after their enormous contributions to ensure his success at the polls.

“By my training and upbringing, people don’t go to a war with you and win the war and you push them aside. It is not a good thing to do because you will need them again for another battle and people won’t trust you.

“So these guys went to war with me, they were with me in the trenches and we won. How do I reward them, throw them away?”

He maintained that Akwa Ibom people have elected him to deliver on a mandate and should give him free hand to chose the people he should work to enable him deliver on the mandate.

“They have given me the job. Please they should allow me choose those that I believe will deliver on the Job. You can’t give me a job and at the same time chose those that will work with me.

“I believe that choosing the people that will work with me to deliver on the job is my prerogative. Akwa Ibom should judge me on the deliverables.

“Akwa Ibom has elected me to do a job for them. I have put forward the ARISE AGENDA which we will put forward on Monday to situate the ARISE AGENDA, explain to Akwa Ibom people and have a road map”, he stated.

SENATE: Ekong Sampson Makes Case for Reinstatement of Sacked Constituent

…10 Bills get first reading at Plenary

Senator representing Akwa Ibom South in the Senate, Senator Ekong Sampson has called on the Senate to intervene via a petition for the reinstatement of one of his constituents, Engr. Aniekan Paddy Ukpe into the employ of Nigerian Railways Corporation.

Engr. Ukpe, a Senior District Engineer of the corporation in charge of North Central – comprising Kaduna, Plateau, Benue and Nasarawa State, is petitioning the Senate to wade into what he termed alleged unlawful termination of his service by the corporation.

He stated in his petition that his cut off from service on April 17, 2023 did not follow due process, but was rather a witch-hunt because of his stance against institutionalized corruption he witnessed in the corporation – and as such, was illegal.

Senator Ekong Sampson, who made the petition presentation immediately after moving the motion for the adoption of Vote of Proceedings of yesterday’s plenary, drew the attention of the Senate to a possible abridgement of the rights of his constituent. He sought the leave of the Senate to lay the Petition for consideration. This was granted.

Also at the plenary today, a total of ten Bills received first reading on the floor of the Red Chamber. The Bills included the Nigeria Maritime Zone Act(Repeal & Enactment) 2023 – Sen. Suleiman Sadiq(Kwara North), Coastal and Inland Shipping (Cabotage) Act, 2023 – Sen. Orji Uzor Kalu(Abia North), Environmental Impact Assessment Bill, 2023 – Sen. Tahir Monguno(Borno North) and Development Planning and Project Continuity Bill, 2023 – Sen. Jibrin Barau.

Others were Defence Industries Corporation of Nigeria Act(2023) – Sen. Michael Opeyemi(Ekiti Central), Bitumen Development Commission Bill, 2023 – Sen. In fulfilment of a promise he made few weeks ago, the Governor of Akwa Ibom State, His Excellency Pastor Umo Eno has given a visually impaired Law Student in University of Uyo, Udeme Ekanem the sum of Five Million Naira (N5,000,000.00) for his studies at the Nigerian Law School.

The cash donation was sent to the beneficiary through the Senior Special Assistant to His Excellency on Special Duties, Barr. Morgan Ekanem who made the presentation in the presence of the Dean, Faculty of Law, Prof Moji Eseyin and the Vice Dean of Law, Dr Michael Hanson.

Also present were the PA to the Governor on the Affairs of Students with Disabilities, Ubong Ikpe as well as the beneficiary’s brother who confirmed that the full value of the sum was received.

Chairmen of Local Government Councils in Akwa Ibom State have been tasked to live within their areas of jurisdiction for effective delivery on their mandate as chief security officers and champions of rural development in their respective areas.

The State Governor, Pastor Umo Eno gave the task when he swore in two new Chairmen and Vice Chairmen for Nsit Ibom and Urue Offong/Oruko Local Government Councils, at the Banquet Hall, Government House, Uyo.

He said that living within their jurisdiction would henceforth be a prerequisite for occupying the office of Chairmen of Councils, assuring that an Executive Bill would be sent to the state House of Assembly for legislative backing on the decision.

Governor Eno sited his case where he relocated from Eket Local Government Area to Uyo the state capital on assumption of office, justified his decision on the need to enable him function effectively in his new office.

At the inauguration, Deaconess Otobong Aaron and Hon. Oyosoro Oyosoro, former Vice Chairmen of Nsit Ibom and Urue Offong-Oruko, were sworn-in as Chairmen of their respective councils following the resignation of the former substantive Chairmen to contest elections into the House of Assembly, while Mr Mbosowo David and Arit Ambit took the oath as Vice Chairmen of the two local government councils respectively.

The Governor, congratulating the new Councils’ bosses, assured that his administration will work with them in tackling unique and compelling issues in their respective council areas in line with the A.R.I.S.E. Agenda of his administration.

“As heads of your respective councils, you are expected to lead in our determined effort to bring development to our rural areas. I expect that as Local Government Chairmen, you should begin to live in your local Governments Areas because we are going towards a point where Chairmen function more effectively by residing in their Council Areas.”

“I will soon present a bill to the House of Assembly to enact and enforce it to ensure that people who must lead our Local Governments must live in their respective Local Governments. So if you are willing to contest as Local Government Chairman, and you know you will not live in your Local Government, please don’t do so”, he added.

“This administration, in line with the core values and vision, as encapsulated in our ARISE Agenda, is determined to transform and deepen growth and development in our rural areas, as a strategic way of curbing rural-urban migration”,he stated

Governor Eno invited the guests to the first ever “Akwa Ibom Dialogue” scheduled for Monday, July 24th through 27th, at the Ibom Icon Hotels and Golf Resort, an event he said will feature presentation of the A.R.I.S.E. agenda blueprint and have experts make contributions on its implementation.

“Let me use this opportunity to invite all of you to the Akwa Ibom Dialogue, an event where we will present our Government’s blueprint, the ARISE AGENDA and have experts and our people make their contributions in its implementation.

REPS MANDATE IGP TO TAKE OVER INVESTIGATION, PROSECUTION OF NDLEA OFFICERS WHO KILLED IVAN ONOSE OMHONRINA

The House of Representatives has directed the Inspector General of Police, IGP, Kayode Egbetokun, to immediately take over investigation and prosecution of the officers involved in the shooting and killing of Ivan Onose Omhonrina.

The Green Chamber urged the IGP to ensure that the perpetrators are brought to book.

Ivan Onose Omhonrina, a two-year-old child, tragically lost his life when a stray bullet, fired by operatives of the National Drug Law Enforcement Agency (NDLEA) hit him in Asaba, Delta State.

The bullet also hit his younger brother Eromosele Omhonrina in one of his eyes, and he had to undergo surgery.

The directive follows a motion of urgent public importance brought before the house by the member representing Ukanafun/Oruk Anam Federal Constituency, Hon. Unyime Idem on an urgent call for the Inspector General of Police to take over the investigation and prosecution of the officers involved in the shooting and killing of Ivan Onose Omhonrina, and ensure that the perpetrators are brought to book.

The house also urged the NDLEA and all other law enforcement agencies to provide regular training and sensitization programs for their officers, focusing on the appropriate use of firearms, conflict resolution, de-escalation techniques, and respect for human rights.

According to the house, this will help enhance their professionalism and minimize the risk of civilian casualties.

The Green Chamber also mandated the Committee on Human Rights (when constituted) to oversee and ensure that the family of Onose are adequately compensated for their loss and report back to the house within six weeks.

Idem had also drawn the house attention to the killing of a 17-year-old Ibuchim Ofezie, a resident of Agingi Community of Bassa Local Government Area of Jos, as well as the killing of Bakare Idris Demola, a generator technician, in Oregun, Ikeja area, Lagos State, by officers of the Nigerian Police Force.

The Ukanafun-born lawmaker noted with concern that numerous innocent Nigerians have been injured or lost their lives due to stray bullets fired by Law Enforcement Officers in the country, noting that the recurring killings pose significant risks and consequences for individuals, communities, and the nation as a whole.

Hon. Unyime Idem therefore advocated that a swift, immediate, and decisive action be taken to address this issue, in order to restore trust, protect human rights, and ensure the safety and well-being of all Nigerians.

The House observed a minute silence for Ivan Onose Omhonrina and other victims, who have tragically lost their lives.

They are, Hon Oyosoro Okon Oyosoro, as Chairnan of Urue Ofong/Oruko and Hon.
Deaconess Otobong Sunny Aaron as Chairman of Nsit Ibom Local Government Area respectively.

According to the Chief Press Secretary to the Governor, Mr Ekerete Udoh, the two
Chairmen who until recently, were Vice Chairmen, are to be sworn in by the Governor, to replace their respective Council Chairnen who had since been elected and inaugurated into the Akwa Ibom State House of Assembly as Honourable Members.

Also to be sworn in are, Mrs Arit Sunday Ambit as Vice Chairman of UrueOffong/Oruko and Mr Mbosowo Charles David as Vice Chairman for Nsit Ibom local government area.
The event takes place at the Banquet Hall of the Government House by 2pm.

Akai Ubium Corps where he went to commiserate with them over the loss of some of their members in a tragic motor accident weeks ago, the Akwa Ibom State Governor, His Excellency Pastor Umo Eno, today made an unscheduled inspection visit of facilities at The Cottage Hospital, Akai Ubium, Nsit Ubium Local Government Area, preparatory to his administration’s remodeling of the primary health institution.

You may recall that during his electioneering campaigns, His Excellency promised to rehabilitate primary health care facilities across the state and build new ones in areas where they are non existent.

This is a step towards fulfilling that promise as effective Healthcare delivery is a priority of the Umo Eno administration as enunciated in the ARISE Agenda.

A.R.I.S.E. AGENDA: A’IBOM GOVT TO ASSEMBLE EXPERTS, STAKEHOLDERS FOR INTERPRETATION OF BLUEPRINT

Preparations have been completed for the hosting of “Ibom Dialogue”, a summit of Subject Matter Experts and Critical Stakeholders to work out modalities for implementation of the Administration’s A.R.I.S.E. Agenda.

The A.R.I.S.E Agenda comprises Agricultural Revolution, Rural Development, Infrastructural Maintenance/Advancement, Security Management and Educational Advancement.

The state Governor, Pastor Umo Eno announced this, Saturday, while addressing worshipers at the July edition of Government House Monthly Prayer Summit held at Latter House Chapel, Government House, Uyo.

Governor Eno specifically reached out to the stakeholders in key sectors of development to converge for the summit scheduled for Monday 24th through Thursday 27th of July, 2023.

He stated that the summit will be void of political undertones as it is intended to bring Akwa Ibom people together to dissect the key components of his administration’s A.R. I.S.E. Agenda blueprint, situate them in proper perspective, examine available roadmaps with a view to determining how best to achieve it goals .

Citing an example in the power sector, Governor Eno said as a manager of resources he may not be an expert in all fields, but to ensure the state benefits optimally from the federal government policy on deregulation of power and achieve the power-for-all vision, it was necessary to bring subject matter experts on a round table to chat a way forward.

He said: “I will like to invite all of us for a Programme we have tagged; IBOM DIALOGUE. It should begin on Monday 24th, and end on Thursday. Ibom Dialogue is to bring all of us together to discuss the A.R.I.S.E agenda of this Administration; to examine and situate it in a proper perspectives.

“We will look at the key vocal sectors and get subject matter experts to help us look at the A.R.I.S.E Agenda; to determine the roadmap that we have and how best we can achieve our goals using those roadmap that we set for ourselves.

“The question is, do we have better options? Sometimes we don’t tend to have all the ideas. But we know what we want. There are people that have the experience and expertise and we are not ashamed to ask for a direction. A man who asks for direction does not miss the road, provided you ask the right people the right questions. That is what we must do with the A.R.I.S.E Agenda.

“Let us bring subject matter experts, let’s talk about power; how are we going to get power for all? How are we going to ensure that we benefit from the deregulation of power in this Country? I may not be an expert. I won’t claim to be one. But I am a manager of human resources. So it is necessary that we bring the experts together and get them to tell us steps and things to do. We can list them as roadmap and then go on to apply timeline to it and make the budgets available.

“This is how to work. No Governor will claim to know everything. But a governor succeeds when he works with the right people. That is what we want to do. Please clean up your calendar from 24th. It is not a general kind of thing but for the people who are willing to contribute to the development of our State. It is not a political rally, but a critical professional gathering.”

He announced the state government‘s plans to activate a Geographical Information System, GIS, that captures all lands and indicates ownership so as to expedite approval of Certificates of Occupancy, to deserving citizens and access property status at just a click of button.

“A lot of people have been talking to me about the Certificate of Occupancy and I need to explain that there is no Governor anywhere, even when His Excellency Deacon Udom Emmanuel delegated the authority that I signed C of O as a Commissioner for Lands, it was impossible to finish signing.

“Some days, you signed and signed just to discover that your signature becomes undulated because in each file you picked, there are about four or five of them. So you can imagine how difficult it is.

“But there is a good news on the way. That has been solved because before we left office, we have started with the Akwa GIS, The Geographical Information System that captures all the lands in Akwa Ibom State and all of the ownership. And then, it makes it easier that on a touch of botton you sign the C of O that has been approved.

“We hope and trust God that we should be launching that sometime in August. We have worked very hard and also try to ensure that you verify your land directly from your phones, provided you pay the fund, not a lot of money though but it will be able to make it easier for us. When I launch the system, we will be able to sign as many of such documents as we possibly can”, Gov Eno assured.

The Governor cautioned leaders and members of dissolved non-statutory boards to disengage themselves from offices and desist from acting in their erstwhile capacities, reiterating his position in the June 21, 2023 official statement that such former appointees should handover to the most senior Civil Servant in the Board, except for statutory Boards or constituted Limited Liability Companies.

“I would also like to remind that we have dissolved all non statutory boards.

“You see, I am not the type that always likes to make some noise and carry everything around me because power is transient. That is why people have a lot of problem exiting power. I want to remain a very normal person in spite of my position.

“I understand that some people still go to office and write memo and send to me even after we have dissolved the board. When your salary don’t come, you will know certainly that we have dissolved the boards.

“You know traditionally, on the 29th of May, when a tenure of an Administration ends, you don’t need to be told that your tenure has ended. That is why you don’t hear us announce the dissolution of EXCO because it wasn’t necessary.

“It is however saddened that some people were still going to work. And so that they won’t sue Government for not paying them, that is why we announced that all non statutory boards be dissolved.

“Please, handover to the next person, the next civil servant or any next person. Except you are in a statutory board or you are in the Constituted Limited Liability Company. Please do well to handover and understand that your time is up, and don’t think that your coming back is mandatory.

Governor Eno who faulted the behaviour of some stakeholders for flouting his directive on nominations by Ward leaders for appointment as his Aides, emphasized that such nominations must come from Ward Leaders to allow them free hand to nominate the ward members.

He explained that the decision was deliberate to activate involvement of grassroots in the governance by adhering to “Power to the People” mantra of the Peoples Democratic Party, PDP, and advised the stakeholders to heed his directive on the appointment.

“The reason for asking us to bring either a PA, SA or whatever will come out with the right process. It is very intentional to show that we want to relate with the rural areas and the grassroot.

“Please, let us as the elites not destroy that good intention. Let the ward leaders, Chairmen, the Executives and Ward Elders sit in their wards and look for someone who worked in that ward, and bring their names for the appointment. All the leaders must sign, from the ward chairmen to ward elders.

“I warned, let no one person go and insist on choosing or bringing a PA from a ward that is not his own. Please don’t do that no matter how highly placed you are in government. You can’t do that .

“As an exemplary leader and someone you have elected to serve you, I am only in my ward. I don’t even go to the next ward beyond my village. But I am hearing that some big men want to influence and dictate who and which name should be brought. Please don’t do that. It is against the doctrine of our party if we want to be honest. It is our believe that power belongs to the people and let us give it to them.”

Delivering a sermon on the topic, “Have Dominion”, culled from Genesis 1:18, the General Overseer of Humility Glory Mission Worldwide, Rev. Sylvia Imoh, cautioned people in government to see their authority as an assignment by God and do his will to guard against abuse of power in operating their offices.

He ascribed the gesture to the good foundation laid by his predicessors and commended their thoughtfulness for setting the template for such interactions.

He said, “I think we are privileged to be given the opportunity to host the Governors.

“It has always been a tradition, and we must thank our predecessor for the great work he did to gain the confidence of his colleagues that made it possible for them to continue to use Akwa Ibom House as venue of the meetings.

The National Commission for the co-ordination and control of the proliferation of small arms, ammunition and light Weapons , NATCOM has described President Bola Ahmed Tinubu’s emergence as the Chairman of the Authority of Heads of State and Government of the Economic Community of West African States, ECOWAS as an added impetus to the present administration’s efforts towards moving Nigeria forward and the sub-region in general.

The Director General of the Commission Dr. Baba Mohammed in a statement issued in Abuja said NATCOM was elated to hear the news that President Tinubu was elected chairman at the 63rd Ordinary Session of the regional bloc held in Bissau, capital of Guinea-Bissau.

The commission is confident that the Nigerian leader will not disappoint West Africans in the trust bestowed on him as new leader with an enormous responsibility.

As Chairman of the Authority of Heads of State and Government , NATCOM wished president Tinubu a fruitful tenure in office, hoping to see the restoration of ECOWAS as the bastion of democracy, good governance and a leader in fighting terrorism and climate change on the continent as well as improved trade relations on the continent.

With NATCOM ‘s establishment in line with ECOWAS protocol, the Nigeria and the entire West African sub region’s security, unemployment and economic challenges can be positively moved forward if the commission’s aim is fully realized.

The commission promised total support to the present administration’s lofty agenda.

Bauchi Assembly Adopts Hausa As Language Of Communication.

Bauchi State House of Assembly has adopted Hausa Language in addition to English in conducting business of the House.

Speaker of the House, Rt Hon Abubakar Y Suleiman, announced this at the plenary shortly after member representing Shira Constituency, Hon. Auwal Hassan, moved a motion, on Tuesday.

Hassan said that the English is the official language adopted for conducting of governmental and nongovernmental institutions in Nigeria and the Section 97 of the 1999 Constitution of the Federal Republic of Nigeria and Order 3 Rule 8 of the Standing Orders of the Bauchi State House of Assembly 2017 provides that the proceedings and debates of the House shall be conducted in English Language, the house may conduct its business in one or more other languages spoken in the State.

He submitted that that Hausa being the most popular spoken language in Bauchi, used for communication purpose by over 90% of people across the State, should be adopted in addition to English as second official language.

Seconding the motion, Hon. Musa Wakili Nakwada representing Bogoro Constituency, commended his colleague for the motion, recalling that he moved same motion in the 9th Assembly.

After the Speaker put the motion to voice vote, the house unanimously adopted it.

Bassey Inuaeyen Cultivated Friendship Across Sector and Tribes, Mourns Senator Ekong Sampson

The Senator representing Akwa Ibom South in the Senate, Senator (Dr.) Ekong Sampson, has mourned the demise of ‘a good friend and brother’, Obong Bassey Inuaeyen.

Obong Inuaeyen, a one time Governorship candidate in Akwa Ibom State and the Political Leader of Ini Local Government Area, died on Friday June 30, 2023 in the United States of America.

Paying tribute to the departed elder statesman, Senator Ekong Sampson lamented the exit of a man, whom he said encouraged him greatly. Senator Sampson, in a touching message recalled:

‘I was privileged to have known Obong Bassey Inuaeyen closely. My political relationship with him was strengthened when I served as Political Adviser to Gov. Udom Emmanuel.

During that period, when I formed the Ibom Mega Alliance, Obong Bassey Inuaeyen encouraged me greatly and even chaired the Ibom Roundtable organized by the State Political Bureau’.

The Akwa Ibom South Senator, who is a member of Ibom Patriots led by the late Obong Inuaeyen, also hailed the unique personal qualities of the departed:

‘As Chancellor of Ibom Patriots, he provided the type of leadership that managed the Akwa Ibom mix admirably. This was not surprising at all, because Obong Bassey Inuaeyen was well known for cultivating friendship across sectors and tribes. He was a frontline businessman, philanthropist, community leader, elder statesman, humanist and patriot.

Mr B was a leader whose wise counsel I sought frequently. He had a rich depth and will be sorely missed’, Senator Sampson mourned.

The Akwa Ibom South Senator commiserated with the Inuaeyen family and prayed them the fortitude to bear the loss of their great patriarch.

GOV ENO INSPECTS, PROMISES SPEEDY COMPLETION OF EKET INT’L MARKET PROJECT TO CURB STREET TRADING

In his determined efforts to reinvigorate economic activities and provide conducive environment for traders to engaged in their business ventures, Akwa Ibom State Governor, Pastor Uno Eno, has embarked on inspection of the International Market project at Eket Local Government Area of the state.

Speaking during an inspection to the market, Governor Eno who reassured on his commitments, said this underscores his campaign promise of putting to use projects executed by his predecessors.

He acknowledged that the Covid-19 pandemic halted the project in its advanced stage of execution, saying that the project cannot be left to decay as it must be completed and put to use to enable the state government rid the street of traders and bring out the beauty of the metropolis.

“This Market project has been here for a while. It was affected by the COVID-19. Now that COVID is over, we need to ensure that this project gets back on track.

“I promised during my campaign that we will complete all the the projects that could not be completed by my predecessor and boss, Deac Udom Emmanuel.

“So our coming here today is in line with that promise to ensure that the market is completed.

“As you can see the level of work here is interesting and quite motivating. If we abandon it, it will decay. We have to put it to use before we can clear the traders on the street. To stop street trading, we must give them a better alternative.

“You can see that all of us are here. The immediate past Eket House of Assembly member is here, Deputy Governor is here, SSG is here. Everyone that has to do with the project, before, now and even in the future. We are all here.”

The Governor promises to meet with the relevant parties in the project including the investors, the local government chairman and the state Justice Ministry, Foreign Direct Investment Bureau, for modalities to get the project completed, adding that Government will make sure its resources are judiciously spent.

Earlier, the Permanent Secretary Ministry of Trade And Investments, Mr Oliver Udoukpo, who conducted the governor round the project, explained that the market, built on two floors, has two thousand eight hundred stalls and a large parking space to accommodate the customers and traders coming for transactions in the market.

Governor Eno was accompanied by top government functionaries including the Deputy Governor, Senator Akon Eyakenyi; Secretary to the State Government, Prince Enobong Uwah, Permanent Secretary of Ministry of Trade and Investments, Mr Oliver Udoukpo.

Others were Chairman of Foreign Direct Investments, Mr. Gabriel Ukpeh and the Member representing Eket in the House of Assembly, Dr Nsidibe Akata.
